Petrobras to Return to Nigeria as Tinubu, Lula Sign Five New Economic MoUs

“Our reforms were tough, but they’re working. Corruption is declining, FX access is transparent, and the Central Bank is now more accountable. The economy is stabilizing, and the market is open.”  

President Bola Ahmed Tinubu has welcomed the anticipated return of Brazil’s state-owned oil giant, Petrobras, to Nigeria—marking a major step forward in rekindling energy cooperation between the two nations.

“Brazil and Nigeria must lead the Global South in developing food security, technology transfer, energy  collaboration, and healthcare innovation.”

Speaking at a joint press conference with President Luiz Inácio Lula da Silva during his State Visit to Brazil, Tinubu described Petrobras’ comeback as a strategic win for both countries, particularly in the energy sector.

“We have the largest gas reserves in Africa. There’s no reason why Petrobras shouldn’t be a partner in Nigeria again—and soon. I appreciate President Lula’s assurance that this will happen quickly,” said President Tinubu.

Five MoUs Signed to Boost Bilateral Cooperation

The visit culminated in the signing of five Memoranda of Understanding (MoUs) covering key areas:
Trade, Diplomacy, Aviation, Finance, Science & Technology
These agreements signal a renewed commitment to deepen economic and developmental ties between Africa’s most populous nation and Latin America’s largest economy.

Embraer’s Expansion, Direct Flights to Strengthen Ties

President Tinubu praised Brazilian aerospace firm Embraer for investing in Nigeria’s aviation sector. A new regional service hub will support the maintenance and repair needs of the growing number of Embraer aircraft in West Africa.

He also welcomed a newly approved direct flight route between Lagos and São Paulo, to be operated by Air Peace, calling it a vital bridge for business and cultural exchange.

“This is more than diplomacy. It’s about building real economic cooperation,” Tinubu added. “Brazil and Nigeria must lead the Global South in developing food security, technology transfer, energy collaboration, and healthcare innovation.”

Healthcare, Pharma, and Tech Transfer High on the Agenda

Highlighting Nigeria’s need for pharmaceutical manufacturing, Tinubu noted Brazil’s success in producing generic drugs and called for deeper cooperation in healthcare, research, and technology.

“There’s no reason why Brazilian pharmaceutical companies can’t manufacture generics in Nigeria. The technological expertise must be shared.”

Tinubu Highlights Reforms and Investment Climate

President Tinubu reassured investors that Nigeria’s recent economic reforms are bearing fruit: “Our reforms were tough, but they’re working. Corruption is declining, FX access is transparent, and the Central Bank is now more accountable. The economy is stabilizing, and the market is open.”

Lula: Nigeria and Brazil Share a Unique Global Role

President Lula echoed Tinubu’s sentiments, describing Brazil-Nigeria ties as a powerful example of South-South cooperation.

“These are the world’s two largest Black-majority countries. Our partnership in agriculture, oil and gas, aircraft manufacturing, and trade is full of potential,” Lula said.

He emphasized the need to resist global protectionism and unilateralism, affirming both countries’ support for free trade and productive integration.

Bilateral Trade and the Path Ahead
In 2024, bilateral trade between Brazil and Nigeria reached $2.1 billion, with Brazil exporting about $1 billion—mainly sugar and jams—and importing $1.1 billion, mostly in fertilizers.

The two leaders concluded the visit with a state luncheon at the Itamaraty Palace in Brasília after a two-hour bilateral session and the MoU signings at the Palácio do Planalto.
